Outcome 4 Strong and resilient communities


Strong and resilient communities – services and assistance that: help homeless people and low-income households to gain affordable and appropriate housing; promote community partnerships; and encourage participation in the local community by individuals, families, business and government.

Description


Outcome 4 reflects the government’s commitment to building the capabilities of communities and providing affordable housing. In contributing to the fulfilment of these commitments the department will:

  • work together in partnership with service providers and local communities to better deliver, integrate and coordinate FaCSIA's programmes to meet local needs;

  • facilitate partnerships between business, community groups and government to address community issues;

  • support and encourage people to 'lend a hand' including through formal volunteering;

  • work with communities in crisis, including as a result of natural or man‑made disasters;

  • address the social and community impacts and recovery from natural or man‑made disasters;

  • support people who are in financial crisis, foster improved use and management of money, and undertake research to inform policies to reduce problem gambling;

  • develop partnerships with key stakeholders to improve the efficiency and effectiveness of the delivery of housing;

  • provide funding to state and territory governments to facilitate the delivery of housing assistance to low income households to enable them to access affordable housing; and

  • help support people who are homeless, or at risk of homelessness, to move from crisis to independence through the provision of transitional accommodation and related support services.



Contribution of Outputs to Outcome 4


Housing Support (Output Group 4.1) will contribute by:

  • assisting low and moderate income households to access appropriate affordable housing; and

  • providing support services to people who are homeless or at risk of homelessness.

Supporting Financial Management (Output Group 4.2) will contribute by:

  • supporting community agencies to assist people who are in financial crisis through the provision of emergency relief and financial counselling services;

  • fostering the improved use and management of money through community‑based family income management projects and financial counselling services; and

  • undertaking research to inform policies to reduce problem gambling, particularly those policies which advance the objectives of the National Framework on Problem Gambling 2004-2008.

Community Recovery (Output Group 4.3) will contribute by:

  • developing a range of measures to assist communities in crisis, including as a result of natural or man‑made disasters;

  • providing financial assistance and personal support to those affected by natural and man‑made disasters, where appropriate; and

  • encouraging whole-of-government approaches to community recovery from disasters through the Australian Government Disaster Recovery Committee, chaired by FaCSIA.

Community Partnerships and Delivery (Output Group 4.4) will contribute by:

  • funding programmes and activities and providing grants to develop community capacity to identify and resolve local issues, explore opportunities, and build greater economic self-reliance, strength and resilience in areas of greatest need;

  • assisting people to become involved in their community through supporting volunteering and providing training to build community leadership and initiative;

  • working with service providers and communities to develop integrated and coordinated programmes and services that meet local needs;

  • funding programmes and activities that facilitate partnerships between business, community groups and government to address community issues; and

  • providing support to the Prime Minister's Community Business Partnership and implementing its agreed recommendations.
