My name is Stian Haklev, and I am a graduate student at the Ontario Institute for Studies in Education at the University of Toronto. Currently I am conducting research for my dissertation on the China Quality OpenCourseWare project. The study will be conducted under the supervision of Dr. Ruth Hayhoe.

My study looks at the China Quality OpenCourseWare project, and the role it plays in improving the quality of undergraduate teaching in Chinese institutions of higher education. Since the China Quality OpenCourseWare project is unique internationally, I am very interested in finding out more about it, to see what other countries can learn from the experiences of China. In my study I will interview officials from the Ministry of Education, and visit three different universities involved in the production of OpenCourseWare.

This letter is to request your consent for me to collect data through interviewing staff and faculty at your university. I aim to interview one person in a leadership position, about the institutional perspective on participating in the OpenCourseWare project. I also hope to recruit two to four professors involved in the production of OpenCourseWare material about their involvement with the project. I request your help in locating these individuals. The interviews will take place in the individuals’ office, or at another location convenient to them. The interview will last between 30 minutes and an hour.

Participation in this study can benefit your organization in the opportunity it provides to reflect on your participation in the OpenCourseWare project, and how it can contribute to improving the quality of undergraduate teaching. With limited literature available on this topic, this study intends to fill in gaps in the scholarly literature and help the international academic community gain a deeper understanding of this important Chinese project.

The identities of the interview participants will be kept anonymous, and the university itself will not be identified. Only my supervisor and I will have access to the transcripts of the interviews. The participants will be informed that no value judgments will be placed on their responses. The interviews would take place at your university, ideally during the week of . Any assistance you could extend in helping me identify possible interview subjects would also be welcome. Their participation would be completely voluntary, and they are free to withdraw at any time during the interviews, or decline to answer any question.

The notes gathered from the interviews will be kept in strict confidence and stored in an encrypted file on my hard disk. All data collected will be used for the purposes of an MA thesis and perhaps for subsequent research articles. All raw data (i.e. transcripts, field notes) will be destroyed five years after the completion of the study.

To better understand how this program works, I would like to interview you about your institution's involvement with the production of OpenCourseWare. I am interested to learn more about how the university participates in this project, and how it has impacted on learning and teaching in the university. This interview will last between 30 minutes and an hour, and take place in your office, or at another location convenient to you. Participation is entirely voluntary, and at any time in the interview you can request to cancel the interview, or decline to answer any of my questions. You will at no time be judged or evaluated, and will at no time be at risk of harm. Within three months after the interview, I will send you a transcript of the interview by e-mail, and you can make corrections, or withdraw your participation from the study. I will expect your answer within three weeks. If you accept the transcript, you will no longer be able to withdraw from the study.

The notes gathered from the interviews will be kept in strict confidence and stored in encrypted files on my computer. Only myself, and my thesis supervisor, will have access to the data.
