  • While some colleges spend all their resources fighting cases against the government, some others exist only on paper”.

  • We need to move away from the simple 'read, write and score' model to skill-training and problem-solving system of education.

  • Reforms in higher education;

  • Agencies like UGC, NAAC and NCTE are looking into lacunae in higher education. The reforms planned by these agencies are in curriculum, student and peer evaluation, clear division of responsibilities and definition of duties of teachers and researchers, and skill training through choice credit-based teaching.

  • Teacher training remains the main focus as 17,000 of the 42,000 colleges in the country, are teacher- training institutions.

About NCTE.

  • set up under the National Council for Teacher Education Act, 1993, is to formally oversee standards, procedures and processes in the Indian education system. Prepares National Curriculum Framework for Teacher Education.

  • The council is responsible for recognising 'teacher training institutions.

  • Note- National Council of Educational Research & Training (NCERT) is to lay down the curriculum and evaluation procedure for elementary education and to develop framework of national curriculum. Both work under the purview of HRD ministry.

What is filariasis?

  • The state government will issue regulations to all the Universities to limit the number of eminent personalities who will be conferred with honorary doctorates to three during annual convocations, with immediate effect.

  • The Universities have been directed to constitute a three-member expert committee of educationists headed by a retired Vice-Chancellor or Retired Judge of the Supreme Court or High Court.

  • The expert committee would consider all the names recommended by the Syndicate of the respective Universities and wet the list to a maximum of three and submit the same to the State government, which in turn would be submitted to the Governor who is also the Chancellor of all the Universities for the final approval.

  1. The Legislative Assembly passed the Karnataka Lake Conservation and Development Authority Bill, 2014.

  • It aims to prevent and remove encroachment of lake areas and its drainage system in Bengaluru and other municipal corporation limits.

  • Persons found discharging untreated sewage into the lake and dumping construction debris will be punished with three years imprisonment, and could be extended to five years with a fine of not less than Rs. 10,000. If a government servant fails to report unlawful occupation of a lake, then the official would be punished with imprisonment for one year and fine of Rs. 10,000.
