>>LYNETTE JUDGE: WE'LL CALL THE MEETING TO ORDER.

LET'S STAND AND RECITE THE PLEDGE OF ALLEGIANCE AND A MOMENT OF SILENCE.

[PLEDGE OF ALLEGIANCE]

GOOD EVENING, EVERYONE.

WE'LL BEGIN WITH ROLL CALL.

[ROLL CALL TAKEN]

AND I SEE WE HAVE QUITE A FEW NEW MEMBERS.

MY APOLOGIES FOR NOT BEING AT OUR LAST MEETING, BUT WELCOME.

WE HOPE THAT YOU ENJOY OUR BOARD AND BRING SOME GOOD SUNSHINE TO US.

LET'S BEGIN WITH APPROVAL OF MINUTES, IF YOU'LL REVIEW YOUR MINUTES.

ANY QUESTIONS?

>>TERRY NEAL: THE JEAN BATRONIE --

>>LYNETTE JUDGE: BATRONIE.

>>TERRY NEAL: -- BATRONIE LAWSUIT, WILL THERE BE FURTHER UPDATES ON THAT SO THAT I CAN BE AWARE OF THAT?

>>LYNETTE JUDGE: YES.

>>TERRY NEAL: OKAY.

AS LONG AS THERE WILL BE SOME OTHER UPDATES.

>>LYNETTE JUDGE: ANY CORRECTIONS TO THE MINUTES?

LOUISE.

>> I DON'T KNOW IF IT'S APPROPRIATE, BUT THERE'S ONE OMISSION AND ONE INACCURACY.

UNDER THE TBCN REPORT ON PAGE 1, IT SAYS WE CURRENTLY HAVE A REMOTE FACILITY IN SOUTH HILLSBOROUGH COUNTY.

WHAT I HAD REPORTED WAS WE WANT ONE, AND WE HAVE ASKED THE COUNTY TO HELP FUND ONE, SO WE DO NOT HAVE ONE.

ADDITIONALLY, OF GREAT IMPORTANCE AT THAT MEETING, I APPROACHED THE CAC AND ADVISED THAT OUR BOARD HAD DECIDED TO REMOVE ALL REFERENCES TO THE ACCESS MEMBERSHIP COMMITTEE FROM OUR POLICIES AND PROCEDURES, AND THE AMC HAD NO OBJECTION.

SO -- I MEAN, EXCUSE ME -- THE CAC HAD NO OBJECTION.

PARDON ME.

>>LYNETTE JUDGE: LOUISE, REPEAT THAT, THE LAST PART.

>> AT THAT BOARD MEETING, I REPORTED THAT THE SPEAK UP BOARD HAD VOTED TO REMOVE ALL REFERENCES IN OUR POLICIES AND PROCEDURES TO THE ACCESS MEMBERSHIP COMMITTEE, AND THERE WERE NO OBJECTIONS FROM THE CABLE ADVISORY COMMITTEE IN THAT REGARD.

>>LYNETTE JUDGE: NO OBJECTIONS?

WOW.

>> NOT FROM THE CABLE ADVISORY COMMITTEE.

MARILYN WAS HERE AND RON AND, I THINK, EVA.

>>LYNETTE JUDGE: DO YOU HAVE THOSE CORRECTIONS?

>> I DO.

>> THANK YOU.

>>LYNETTE JUDGE: THANK YOU, LOUISE.

ANY OTHER CORRECTIONS MADE?

COMMENTS?

MAY I HAVE A MOTION ON THE MINUTES?

>>MARILYN SMITH: I SO MOVE APPROVAL.

>>LYNETTE JUDGE: WE NEED A MOTION FIRST.

>>MARILYN SMITH: I MOTIONED TO ACCEPT THE MINUTES AS CORRECTED.

>>LYNETTE JUDGE: SECOND?

>> [INAUDIBLE]

>>LYNETTE JUDGE: WE HAVE IT MOVED AND PROPERLY SECONDED.

ALL IN FAVOR.

[CHORUS OF AYES]

OPPOSED?

THEN IT SHALL BE ADOPTED WITH THE NOTED CORRECTIONS.

LET'S BEGIN WITH OUR COMMENTS FROM PUBLIC EDUCATION AND ACCESS.

>>MARILYN SMITH: DON'T YOU THINK WE OUGHT TO INTRODUCE OUR MEMBERS?

>>LYNETTE JUDGE: DIDN'T I DO THAT LAST MONTH?

>>MARILYN SMITH: NO, WE HAVE NEW MEMBERS.

>> WE DID THAT LAST MONTH, THOUGH.

>>MARILYN SMITH: BUT WE HAVE ANOTHER NEW MEMBER.

THERE'S PEOPLE WATCHING AT HOME, YOU KNOW.

WE'RE IN THE MIDDLE OF A VERY BUSY SITUATION, AND I THINK THE PEOPLE SHOULD BE ABLE TO KNOW EXACTLY WHO IS UP HERE IF WE ARE GOOD OR BAD.

>>LYNETTE JUDGE: WELL, MS. GOLDENBERG, ONE MOMENT.

LET'S TAKE A MOMENT TO INTRODUCE THE NEW MEMBERS.

>>MARILYN SMITH: AND WHO APPOINTED THEM.

>>LYNETTE JUDGE: WOULD THAT BE YOU, MR. NEAL?

>>TERRY NEAL: I GUESS THAT WOULD BE ME.

I BELIEVE I AM GOOD.

[LAUGHTER]

I WAS APPOINTED BY MARK SHARPE, AND MY NAME IS TERRY NEAL.

I HAVE, ACTUALLY, BEEN THROUGH THE TRAINING AT SPEAK UP TAMPA BAY FOR PRODUCER, SO I DO HAVE EXPERIENCE WITH THAT.

I HAVE WRITTEN SEVERAL TECHNICAL BOOKS THAT HAVE BEEN PUBLISHED.

I HAVE A DEGREE IN COMPUTER SCIENCE, AND I'M ALSO EXPERIMENTING RIGHT NOW WITH HOME DOCUMENTARY CREATION AND THINGS LIKE THAT, SO I'M, I GUESS, MAYBE CUTTING-EDGE.

I DON'T KNOW IF THAT WOULD BE THE RIGHT PHRASE, BUT -- BUT ANYWAY, I'M EXTREMELY PLEASED TO BE HERE, AND I HOPE THAT I CAN CONTRIBUTE TO THE BOARD.

>>LYNETTE JUDGE: WELCOME.

WELL, MS. COFFEE AND MS. HARMON AND MR. NEAL, ON BEHALF OF THE BOARD, WELCOME OFFICIALLY.

>> THANK YOU.

>> THANK YOU.

>>LYNETTE JUDGE: MAY WE PROCEED?

>> HELLO.

HOW YOU-ALL DOING TONIGHT?

>>LYNETTE JUDGE: HELLO.

>> GOOD?

WELL, I'M SORRY THAT YOU GUYS MISSED THE WONDERFUL EVENT WE HAD.

THE COMMUNICATOR OF THE YEAR AWARDS WERE LAST TUESDAY, AND JUST A WONDERFUL EVENT.

THE UNIVERSITY OF TAMPA, WHICH IS ONE OF OUR PARTNERS, HAS OFFERED THEIR SPACE, SO IT WAS IN A BEAUTIFUL ROOM, JUST A REALLY NICE EVENT, AND IT'S ALWAYS NICE TO SEE THE KINDS OF WORK THAT'S GOING ON IN OUR COMMUNITY, ESPECIALLY WITH THE STUDENTS AND TEACHERS, SO THAT WAS VERY EXCITING.

BUT DON'T DESPAIR.

OUR NEXT EVENT IS COMING UP, WHICH WE'LL BE LETTING YOU KNOW A LITTLE BIT MORE ABOUT.

OUR NEXT EVENT IS THE INDEPENDENT FILM FESTIVAL, AND I AM VERY HAPPY TO SAY THAT LAURA TIERNEY, OUR MARKETING DIRECTOR, WENT TO THE STATE RIGHT AFTER OUR AWARDS LAST WEEK AND CAME HOME WITH $8,800 TOWARD THE EVENT, AND THAT'S GOING TO HELP US INCREASE THE EDUCATION ELEMENT, SO THAT WAS JUST TERRIFIC.

SHE GOT A WONDERFUL SCORE FROM THE JUDGES PANEL ON HER GRANT.

THIS WILL BE THE THIRD YEAR THAT WE'VE BEEN FUNDED BY THE STATE.

EACH YEAR WE'VE GARNERED A LITTLE BIT MORE MONEY TO INCREASE THE FESTIVAL.

LAST YEAR, AS YOU-ALL KNOW, WE ADDED A JUNIOR FESTIVAL, WHICH WAS TERRIFIC, YOU KNOW, GREAT -- THAT WE GOT TO SEE A LOT OF OUR, YOU KNOW, K-12 STUDENTS' WORKS, PREMIERED NOT ONLY ON THE CHANNEL BUT ALSO IN THE THEATERS, AND THIS YEAR WE'RE GOING TO BE FOCUSING ON CONTINUING TO ADD SOME ADDITIONAL EDUCATION ELEMENTS WHERE THERE WILL BE SOME MORE DISCUSSION WITH FILMMAKERS AND HOPEFULLY OUR ASPIRING FILMMAKERS HERE IN TOWN.

SO THAT WAS JUST REALLY EXCITING.

FOR ALL OF US WHO WORK IN EDUCATION, AS YOU KNOW, THE SCHOOL YEAR IS RAPIDLY COMING TO A CLOSE.

WE'RE WRAPPING UP HOMEWORK HOT LINE, AND I WAS THERE THIS EVENING.

THE PHONE WAS RINGING OFF THE HOOKS.

THE KIDS ARE MAKING THEIR LAST PUSH TO GET THOSE FINAL EXAMS BEFORE THEY'RE FREE FOR THE SUMMER.

SO WE'LL WRAP UP AND THEN START GETTING READY FOR FALL.

ONE OF THE KINDS OF THINGS THAT ARE GOING ON IS WE'VE BEEN DOING A LOT MORE LECTURES, AND TOMORROW WE'RE GOING TO BE TAPE DENNIS LEHANE.

I DON'T KNOW HOW MANY OF YOU SAW "MYSTIC RIVER," CLINT EASTWOOD'S MOVIE LAST YEAR.

HE IS THE AUTHOR OF THAT BOOK, AND WE HAVE A WONDERFUL INTERVIEW WITH HIM BECAUSE ECKERD COLLEGE HAS BROUGHT HIM IN, AND THROUGH OUR PARTNERSHIPS WITH OUR EDUCATIONAL MEMBERS, WE'RE ABLE TO GO OUT AND HOPEFULLY GET A REALLY TERRIFIC INTERVIEW OUT OF A TERRIFIC TOP-RATED WRITER, SO THAT'S THE KIND OF LECTURES WE'VE BEEN DOING, AND THAT'S JUST THE ONE THAT'S COMING UP NEXT.

WE ALSO HAVE "SEA TURTLES" IN POST-PRODUCTION AND A COUPLE OTHER JUST REALLY GREAT DIFFERENT KINDS OF LECTURES.

SO THAT'S ALL GOING ON.

WE ALSO HAD AN OPPORTUNITY TO VISIT WITH THE STATE DEPARTMENT OF EDUCATION AND THE FLORIDA KNOWLEDGE NETWORK LAST WEEK.

WE'VE BEEN DISCUSSING ON AND OFF ONE OF THE PROJECTS THAT THEY'RE DOING.

IT'S CALLED THE "LEARNING DEPOSITORY," AND WHAT THEY'RE TRYING TO DO IS COLLECT LEARNING -- WHAT THEY'RE CALLING "LEARNING OBJECTS," AND THESE ARE PRIMARILY VIDEO OR SOFTWARE THAT CAN BE LICENSED TO THE STATE, AND THEN ANYONE IN FLORIDA CAN ACCESS THEM, USUALLY THROUGH THE WEB, SO WE'RE TALKING WITH THEM ABOUT LICENSING MATH HOMEWORK HOT LINE FREQUENTLY ASKED QUESTIONS AND LICENSING THE ALGEBRA FREQUENTLY ASKED QUESTIONS, A TUTORIAL SERVICE SO THAT WE MAY BE ABLE TO GENERATE SOME REVENUE, AND KIDS EVEN BEYOND HERE IN OUR COMMUNITY CAN ALSO GET A LITTLE HELP ON THEIR ALGEBRA.

WHEN THE TOUGH GETS GOING, THEY CAN GO TO THE WEB AND PERHAPS ACCESS THAT.

SO THAT'S A VERY EXCITING DEVELOPMENT ABOUT TRYING TO MAKE SURE THAT NOT ONLY OUR COMMUNITY GETS THE BEST EDUCATIONAL PROGRAMMING BUT THAT WE MAY BE ABLE TO EARN A SMALL REVENUE FROM IT AND ALSO HELP OTHER PEOPLE IN THE STATE.

I KNOW THAT MINDY BROUGHT TO YOUR ATTENTION LAST -- THE LAST SESSION ABOUT THE SURVEY THAT WAS DONE, THE PROGRAM SURVEY.

WE TOO DO A PROGRAM SURVEY EVERY TWO YEARS, AND WE JUST GOT OUR RESULTS IN, AND THEY'RE TERRIFIC.

WE HAVE WHAT'S CALLED A "VIEWER AWARENESS."

YOU KNOW, HOW MANY PEOPLE -- IF YOU JUST SAID, I'M WITH THE EDUCATION CHANNEL, HOW MANY PEOPLE OUT OF TEN OR 100 WOULD SAY THEY KNEW IT, AND WE'RE UP TO 80%.

IT'S VERY HIGH AWARENESS OF THE EDUCATION CHANNEL --

>> EXCELLENT.

>> -- WHICH IS TERRIFIC, AND WE'VE HAD INCREASE IN VIEWERSHIP FROM 29% TO 30%, SO THE DIRECTION, I THINK, IS GROWING, AND THAT'S A TREND NATIONWIDE, PARTICULARLY AS CHANNELS GET MORE AND MORE FRAGMENTED AND MORE AND MORE NATIONAL, LOCAL INFORMATION IS BECOMING MORE AND MORE IMPORTANT, AND LOCAL NONCOMMERCIAL INFORMATION IS REALLY IMPORTANT BECAUSE YOU CAN REMEMBER WHAT YOU WERE VIEWING BECAUSE YOU'RE NOT -- YOU KNOW, YOU'RE NOT CONSTANTLY SWITCHING OUT OF IT.

I DON'T KNOW ABOUT YOU-ALL, BUT I KNOW THAT WHEN I WATCH TELEVISION, I OFTEN FORGET WHAT I STARTED WATCHING BECAUSE AS SOON AS A COMMERCIAL COMES ON, YOU DO A FLIP, AND, YOU KNOW, WHAT WAS I WATCHING?

I DON'T EVEN REMEMBER.

SO WITH THE NONCOMMERCIAL, ESPECIALLY LOCAL TELEVISION, I THINK WE'VE GARNERED A STRONG VIEWERSHIP BASED ON THOSE TWO VERY STRONG ATTRIBUTES, THAT IT'S LOCAL, IT MEANS SOMETHING, WE SEE OUR FRIENDS AND OUR COLLEAGUES AND OUR TEACHERS ON -- ON THE TELEVISION, BUT IT'S ALSO NONCOMMERCIAL, SO WE'RE NOT CONSTANTLY INTERRUPTED IN OUR TRAIN OF THOUGHT.

SO THAT WAS A TERRIFIC NEWS AND I THINK A GOOD TREND.

THAT'S ALL FROM OUR REPORT TODAY.

UNLESS YOU HAD SOME QUESTIONS, THAT WOULD BE IT.

>>TERRY NEAL: I HAD A QUESTION.

>> YES, SIR.

>>TERRY NEAL: WHAT'S DRIVING THE VIEWERS TO THE CHANNEL INCREASE?

CHANNEL SURFING OR ADVERTISING OR WORD OF MOUTH?

DO YOU HAVE ANY IDEA WHAT MIGHT BE CAUSING THAT?

>> WELL, ONE OF THE QUESTIONS THAT WE DO ASK IS, HOW DID YOU FIND THE CHANNEL, AND CHANNEL SURFING, EVEN AS MUCH AS SIX YEARS AGO, WAS ABOUT 20%.

CHANNEL SURFING NOW IS 60%.

I BELIEVE IT'S VERY, VERY HIGH FOR CHANNEL SURFING.

WE DO DO SOME ADVERTISING.

WE ADVERTISE SPECIAL EVENTS SUCH AS THE INDEPENDENT FILM FESTIVAL, AND WE OFTEN WILL EVEN PURCHASE ADVERTISING FROM THE CABLE COMPANY AND TRY TO TARGET IT TO THE OTHER MARKETS THAT WE THINK ARE GOING TO BE WATCHING THAT PROGRAMMING, BUT THAT'S STILL ABOUT 10%.

SO REALLY, IT'S CHANNEL SURFING AND, I THINK, WORD OF MOUTH ARE THE TWO BIGGEST DRAWS FOR THE EDUCATION CHANNEL.

>>TERRY NEAL: I KNOW THAT'S A BIG THING.

DO YOU FIND ALSO THERE IS A -- LIKE A AVERAGE STAY ON THE CHANNEL TIME, AND, LIKE, FOR HTV22, I KNOW IT'S LIKE TEN MINUTES.

DO YOU KNOW WHAT IT IS FOR THE EDUCATION CHANNEL?

>> WHEN THEY ASK THE SURVEY QUESTION, THEY ASK BASICALLY IF YOU WATCH MORE THAN TEN MINUTES, SO WHEN YOU TALK ABOUT A REGULAR VIEWER, THAT MEANS SOMEONE WHO HAS WATCHED MORE THAN TEN MINUTES.

>>TERRY NEAL: OKAY.

>> YEAH.

SO IT'S -- IT'S NOT LIKE THE NIELSENS WHERE THERE'S ACTUALLY MACHINES CONNECTED AND ARE, YOU KNOW, KIND OF WATCHING EVERYTHING.

IT'S STILL DETERMINED BY WHAT SOMEONE SAYS, SO THAT'S THE -- BASICALLY, ARE YOU FLICKING OR ARE YOU WATCHING?

THAT'S HOW THEY ASK IN THESE SURVEYS.

>>TERRY NEAL: GREATER THAN TEN MINUTES, WHICH IS --

>> YEAH, GREATER THAN TEN MINUTES.

>>LYNETTE JUDGE: MS. GOLDENBERG, I KNOW YOU SAID THE HOMEWORK HOT LINE IS GEARING DOWN FOR THE SUMMER.

DO YOU HAVE ANYTHING THAT WILL BE AIRED FOR STUDENTS OVER THE COURSE OF THE SUMMER FOR KIDS THAT MIGHT -- I KNOW IT'S A SMALL PERCENTAGE, BUT FOR KIDS WHO STILL WANT TO DO SOME WORK OVER THE SUMMER?

>> WELL, ACTUALLY, THAT'S A GREAT QUESTION.

WE HAVE DONE A DEAL WITH SCHOLASTIC, WHICH IS ONE OF THE LARGEST PUBLISHERS OF CHILDREN'S BOOKS AND VIDEOS, AND WE HAVE SECURED, WITH THE ASSISTANCE OF THE SCHOOL DISTRICT OF HILLSBOROUGH COUNTY, 90 CHILDREN'S SERIES THAT ARE PHENOMENAL.

THEY'RE WONDERFUL.

THEY ARE REALLY -- IT FOCUSES ON READING.

MOST -- MANY OF THESE SERIES ALSO HAVE A BOOK THAT YOU CAN PURCHASE, AND IF YOU'RE A TEACHER, YOU CAN PURCHASE THEM AT, YOU KNOW, LESS THAN THE -- THE RETAIL VALUE.

SO WE'RE GOING TO BE STARTING THOSE AND REALLY PLAYING THOSE HEAVILY DURING THE SUMMER, SO THERE WILL BE A BIG FOCUS ON READING.

THERE WON'T BE MATH ON THE CHANNEL EXCEPT FOR JUST SOME OF THE REGULAR COLLEGE MATH THAT GOES ALONG WITH THE HCC AND UNIVERSITY STUDENTS' COURSES.

>>LYNETTE JUDGE: HAS THE READING COMPONENTS BEEN ADVERTISED IN THE SCHOOL SYSTEM?

>> JUST A LITTLE BIT.

NOT A WHOLE LOT.

WE JUST GOT THEM IN, AND WE'LL DO SOME PRESS.

WE'LL DO SOME ALSO ON THE CHANNEL THAT WE'LL TALK ABOUT, YOU KNOW, THE SUMMER READING SPECIAL AND THINGS LIKE THAT, BUT IT HAS NOT BEEN WELL ADVERTISED AT THIS POINT BECAUSE WE ARE JUST GETTING READY TO LAUNCH IT.

>>LYNETTE JUDGE: BECAUSE READING IS A BIG FOCUS IN THE SCHOOL SYSTEM NOW.

>> YEAH, IT IS.

>>LYNETTE JUDGE: OVER THE SUMMER, THAT WOULD BE GREAT FOR THE KIDS.

>> YEAH, THAT'S WHAT WE THINK.

WE'RE REALLY EXCITED ABOUT IT.

IT'S JUST GREAT PROGRAMMING, AND CHILDREN'S PROGRAMMING IS DIFFICULT TO GET, AND IT'S DIFFICULT TO GET IN AN AFFORDABLE RANGE THAT WE ARE ACTUALLY ABLE TO AFFORD.

>>LYNETTE JUDGE: MS. SMITH.

>>MARILYN SMITH: I MIGHT OFFER THE FOLLOWING.

YOU KNOW, HILLSBOROUGH COUNTY HAS THESE CENTERS PARK AND REC RUNS DURING THE SUMMER FOR CHILDREN -- WELL, ACTIVITIES AND BABY-SITTING.

WE HAVE TO BE SECURE WITH OUR CHILDREN.

I WOULD SAY THAT MAYBE IF YOU DID AN INTERFACE WITH THEM AND ALSO WITH OUR CABLE TELEVISION SO THEY CAN GET IT ON THERE -- AND OUR CABLE GUY IS HERE -- JUST HAPPENS TO BE HERE --

>> YEAH.

IF THE CENTERS HAVE TV, THEY COULD USE IT AS A PERIOD -- IF THEY HAD A PERIOD OF REST OR IF THEY HAD LIKE A HALF-HOUR VIEWING PERIOD.

THAT CERTAINLY WOULD BE A TERRIFIC USE.

OR IF A PRESCHOOL COULD USE IT FOR THAT.

YOU KNOW, THESE ARE SCHOLASTIC, WONDERFUL, FUN, LEARNING VIDEOS, AND WE'LL BE SENDING A OUT A LOT OF INFORMATION, SO -- I MEAN, I'LL BE SENDING THE INFORMATION TO THE COUNTY, AND I'LL BE SENDING OUT E-MAILS, AND WE'LL TRY TO PROMOTE IT, AND ALSO GET SOME FEEDBACK FROM CENTERS AND PEOPLE ON WHEN THEY WOULD LIKE TO SEE IT AND THINGS LIKE THAT.

THIS WILL BE -- WE HAVE A FIVE-YEAR LICENSE, SO WE'LL BE SHOWING THESE PROGRAMS A LOT, AND WE'LL BE WORKING OUT HOW WE CAN GET IT TO THE PEOPLE WHO LIKE THEM.

>>MARILYN SMITH: GREAT.

THANK YOU.

>>LYNETTE JUDGE: MS. RAY.

>>JODI RAY: ALSO, I WAS THINKING YOU COULD TAKE ADVANTAGE OF -- AND YOU PROBABLY ALREADY HAVE PARTNERSHIPS BUILT WITH FOLKS LIKE THE ZOO AND AQUARIUM AND MOSI WHO HAVE THE SUMMER CAMPS FOR KIDS FOR GETTING THAT INFORMATION OUT.

>> YEAH.

WE'LL DEFINITELY DO THAT.

WE'LL GIVE IT TO ALL OUR PARTNERS, AND IF THEY CAN USE THAT INFORMATION OR USE IT AS PART OF WHAT THEY'RE DOING, THAT'S GREAT.

YEAH.

GOOD IDEA.

>>LYNETTE JUDGE: MR. KINDLE.

>>RON KINDLE: WHEN YOU WAS TALKING ABOUT TEN MINUTES, IS THAT -- WHAT PERIOD OF TIME IS THAT TEN MINUTES ALLOTTED TO?

EVERY 90 DAYS OR, YOU KNOW, YOUR WHOLE LIFE OR HOW LONG?

YOU KNOW, WATCH THE EDUCATIONAL CHANNEL MORE THAN TEN MINUTES?

>> YOU KNOW, I DON'T HAVE IT RIGHT AT MY FINGERTIPS, BUT THEY ASK THINGS LIKE, DO YOU WATCH TEN MINUTES, YOU KNOW, AND IT'S SORT OF LIKE ONCE A DAY, MORE THAN -- I MEAN, THEY HAVE SOME PARAMETERS FOR THAT, AND I CAN GET THAT TO YOU.

I JUST DON'T REMEMBER OFF THE TOP OF MY HEAD.

IT'S A GOOD QUESTION.

I'LL GET BACK TO YOU ON THAT.

>>RON KINDLE: OKAY.

>>LYNETTE JUDGE: MS. HARMON.

>>HELEN HARMON: I'D LIKE TO KNOW IF THE SURVEY IS AVAILABLE FOR US TO TAKE A LOOK AT.

>> SURE.

DO YOU WANT THE EXECUTIVE SUMMARY, OR DO YOU WANT THE WHOLE THING?

>> EXECUTIVE SUMMARY.

[LAUGHTER]

>> HOW ABOUT I'LL SEND YOU --

>>HELEN HARMON: THE WHOLE THING --

>> IT IS, IT'S BIG, BECAUSE IT ALSO HAS CROSS-REFERENCES FOR HOW -- THE ACCURACY AND THINGS LIKE THAT.

>>HELEN HARMON: THE EXECUTIVE SUMMARY IS FINE.

>> I CAN SEND YOU ON E-MAIL THE EXECUTIVE SUMMARY, AND THEN IF YOU WANT MORE, I CAN SEND MORE.

>> DO YOU HAVE A COPY OF THE INSTRUMENT?

I ASSUME THAT'S NOT THAT BIG.

>> I THINK THE INSTRUMENT IS IN THE BIGGER PACKAGE BECAUSE THEN THEY DO SOME OF THAT -- AND YOU KNOW THAT.

THE SURVEY CROSS-REFERENCES.

SO WOULD YOU LIKE THAT?

>>JODI RAY: WELL, I WAS JUST CURIOUS TO SEE THE ACTUAL INSTRUMENT THAT THEY USED TO DO THE SURVEY.

>> I CAN GIVE IT TO YOU.

I'LL SEND IT TO YOU.

I DON'T KNOW IF I CAN GET -- I DON'T KNOW IF IT'S ON E-MAIL.

IT SHOULD BE BECAUSE WE HAD DRAFTS OF IT WHEN WE WERE MESSING AROUND AND TRYING TO FINE-TUNE IT, SO -- OKAY.

>>LYNETTE JUDGE: IF YOU CAN FORWARD IT, MINDY WILL FORWARD IT TO THE BOARD.

>> EXCUSE ME?

>>LYNETTE JUDGE: IF YOU WILL SEND IT TO MINDY, MINDY WILL MAKE CERTAIN WE ALL RECEIVE IT.

>> [INAUDIBLE]

>> IT'S JUST AN E-MAIL.

OKAY.

IT'S JUST AN E-MAIL.

I'LL JUST SEND IT ALL.

IT'S NO BIG DEAL.

>>JODI RAY: THANK YOU.

>>LYNETTE JUDGE: OKAY.

ANY OTHER QUESTIONS?

THANK YOU, MS. GOLDENBERG.

>> THANK YOU.

>>LYNETTE JUDGE: TBCN.

MS. THOMPSON, MS. RUSSELL.

>> MS. RUSSELL, THAT LUCKY DUCK'S ON VACATION.

>> TWO WEEKS.

>> BUT I DO HAVE WITH ME -- I'D JUST LIKE TO INTRODUCE THEM -- TIEN PHAM IS RIGHT -- PASSING OUT A MASSIVE AMOUNT OF PAPERWORK.

THIS IS MY ADMINISTRATIVE ASSISTANT.

IN THE BACK, IF SHE'LL RAISE HER HAND, IS PAM GARRON, WHO IS OUR OUTREACH COORDINATOR.

SHE'S ASKED ME TO GIVE HER REPORT TO YOU, BUT SHE WANTS TO WATCH THIS TIME, SO SOME OTHER TIME YOU'LL MEET HER TO DO A FULL REPORT.

I DON'T KNOW WHERE TO START.

I WANT TO START RIGHT -- ACTUALLY, OFF OF WHAT ANN WAS JUST TALKING ABOUT BECAUSE I'M SO THRILLED TO JUST BE BACK FROM THE NATIONAL CONFERENCE ON MEDIA REFORM, THE SECOND ONE TO TAKE PLACE, AND IT TOOK PLACE IN ST. LOUIS THE LAST SEVERAL DAYS.

I GOT BACK IN SUNDAY NIGHT.

2300 PEOPLE CAME FROM 50 STATES AND EIGHT COUNTRIES BECAUSE THEY'RE REALLY CONCERNED ABOUT MEDIA REFORM, AND I WISH ALL OF YOU HAD BEEN THERE BECAUSE EVERYONE INVOLVED IN -- IN ACCESS, LOCAL ACCESS TO TELEVISION OR COMMUNITY RADIO OR LOCAL PUBLICATIONS WOULD JUST HAVE BEEN SO PROUD OF THEMSELVES FOR BEING THERE.

PHIL DONAHUE WAS A SPEAKER AND PARTICIPATED AS IF HE WAS JUST ONE OF THE MEMBERS.

AMY GOODMAN.

TWO FORMER AND TWO CURRENT FCC COMMISSIONERS WERE THERE, MANY LEGISLATORS, AL FRANKEN, BILL MOYER CAME -- MISSED HIM BECAUSE HE DECIDED TO COME IN THE VERY LAST, AND OUR FLIGHT WAS TAKING OFF.

I URGE ALL OF YOU TO GO TO FREEPRESS.NET AND LOOK UP THIS CONFERENCE AND START CLICKING AWAY BECAUSE THEY WANT THIS WORD OUT SO MUCH ABOUT THE IMPORTANCE OF OUR MAINTAINING OUR LOCAL INDEPENDENT MEDIA SO THAT THE VOICES OF ALL PEOPLE CAN BE HEARD AND EXPANDING THAT AS MUCH AS POSSIBLE BECAUSE IN THE CONTEXT OF MEDIA CONSOLIDATION AND MERGERS AND FIVE OR SIX COMPANIES OWNING MOST OF WHAT WE WATCH ON TELEVISION AND WHAT WE'RE READING IN THE NEWSPAPERS, WE'RE NOT REALLY GETTING THE FULL STORY ABOUT VERY MUCH.

AND THERE WERE COUNTLESS STORIES ABOUT THIS.

THE -- THEY WANT EVERYONE TO KNOW, SO WHAT THEY'VE DONE IS IF YOU KEEP GOING ON THAT WEB SITE, YOU WILL FIND ALL THE SPEECHES FOR FREE.

YOU CAN WATCH THEM -- THE VIDEOS OR YOU CAN WATCH -- OR YOU CAN LISTEN TO THE AUDIO IF YOU CAN'T GET AHOLD OF THAT.

IN THAT REGARD, I BROUGHT WITH ME -- I BROUGHT YOU ALL -- I STOLE ENOUGH OF THESE BECAUSE THEY WERE IN BLUE, AND THERE WERE PLENTY, SO -- CABLE CONSULTANT SUE BUSKE AND JAMES HORWOOD, WHO IS A TELECOMMUNICATIONS ATTORNEY, DID A WONDERFUL SEMINAR ON CABLE FRANCHISING, AND IT'S ALL CONDENSED AND SUMMARIZED IN THESE SLIDES THAT THEY GAVE, AND I WANTED TO MAKE SURE YOU-ALL HAD THAT WHILE WE WERE IN THE MIDDLE OF THIS.

ALSO, I FOUND -- OF COURSE, I BROUGHT BACK ABOUT A 50-POUND BOX OF MATERIALS FROM HEAR US NOW, FREE PRESS, MEDIA THIS AND THAT, MEDIAREFORM.NET.

I MEAN, THERE'S JUST TONS OF PLACES, AND I DIDN'T HAVE ENOUGH CHANCE TO GO THROUGH EVERY ONE OF THEM AND MAKE YOU A LIST, BUT I'D BE HAPPY TO SEND YOU ONE WHEN I GET A LIST TOGETHER OF ALL THE PEOPLE THAT WERE THERE.

COMMON CAUSE WAS THERE, MANY -- MANY ORGANIZATIONS.

BUT I DID REPRINT THIS FOR YOU, "DEFEND LOCAL ACCESS," WHICH IS PUT OUT BY FREEPRESS.NET.

THEY HAD MANY SHEETS ON DIFFERENT SUBJECTS, BUT THIS SEEMED RELEVANT TO -- TO YOU AND WHAT YOU'RE DOING FOR YOU, SO I DID WANT TO SHARE THAT WITH YOU AND TELL YOU, WE'RE IN GREAT COMPANY WITH LOTS OF PEOPLE FIGHTING VERY, VERY MUCH TO EITHER GET PUBLIC ACCESS CHANNELS, EDUCATION ACCESS CHANNELS, GOVERNMENT CHANNELS IN THEIR TOWNS OR LOSING THEM AND -- AND WANTING TO DO SOMETHING ABOUT IT.

A LOT OF INDYMEDIA PEOPLE WERE THERE, MUSICIANS.

PATTY SMITH ENTERTAINED, AND I DON'T KNOW HIP-HOP, BUT DAVIE D, IF YOU DO, SPOKE AT GREAT LENGTH ABOUT THE -- THE MUSICIANS AND ARTISTS HAD THEIR OWN CAUCUSES TALKING ABOUT HOW THEY'VE NOT BEEN ABLE TO GET THEIR MUSIC ON THE AIR, WHAT WITH CLEAR CHANNEL AND ALL THE RULES AND REGULATIONS, AND IN PARTICULAR, IF THEY'RE SINGING ABOUT WE NEED MORE HEALTH CARE OR THERE'S STILL POVERTY OR I DON'T LIKE THAT WAR OR, YOU KNOW, SOMETHING LIKE THIS, OR PLEASE DO VOTER -- YOU KNOW, CAMPAIGN REFORM, IT'S NOT GETTING ON THE AIR, AND THIS IS OF GRAVE, GRAVE, GRAVE CONCERN TO MANY PEOPLE.

HOWEVER, THEY DID CELEBRATE THAT WE HAVE ACCOMPLISHED SOME THINGS, AND THEY KEPT REFERRING TO THE THREE MILLION PEOPLE WHO E-MAILED THE FCC ABOUT A YEAR AND A HALF AGO WITH REFERENCE TO EXPANDING THE PERCENTAGE OF PEOPLE WHO -- EXCUSE ME -- THE PERCENTAGE OF -- OF OWNERSHIP THAT YOU COULD HAVE IN A MARKETPLACE.

SO YOU'RE IN GOOD COMPANY.

WE'RE GOING TO PROBABLY START A FLORIDA GROUP.

THERE WERE 29 OF US THERE FROM FLORIDA, AND WE'RE GOING TO PROBABLY TRY TO DO MEDIA REFORM AND HELP EACH OTHER HERE EITHER -- YOU KNOW, ON THE STATE LEVEL AND THE LOCAL LEVEL.

SO I'M VERY PROUD TO BE DOING WHAT I'M DOING TO KEEP FREE SPEECH ALIVE HERE IN TAMPA, FLORIDA.

YOU HAVE LOTS OF HANDOUTS.

ONE OF THEM -- I'LL GO QUICKLY -- IS OUR ANNUAL PERFORMANCE AUDIT.

YOU CAN READ THAT.

HE SAYS WE'RE SHINING UP THIS DIAMOND IN THE ROUGH, AND WE'RE DOING A PRETTY GOOD JOB.

BUT WHAT I FIND ALWAYS OF GREAT VALUE IS FROM, LIKE, PAGE 23 ON, WHERE YOU'LL SEE SURVEY OF OUR MEMBERSHIP AND HOW WE'RE MEETING THEIR NEEDS, THE -- YOU KNOW, THE EQUIPMENT, THE SERVICE, THE TRAINING, AND SO FORTH.

BUT TAKE A LOOK AT THIS, AND PLEASE ASK ANY QUESTIONS, AND I'LL BE AVAILABLE TO ANSWER THEM.

PERFORMANCE REVIEW.

ALSO, IN HARD COPY, THE EDITION OF THE -- THE LATEST EDITION OF THE POLICIES AND PROCEDURES, WHICH I THINK I SENT YOU ELECTRONICALLY TOO, BUT NONETHELESS, IT IS HERE.

IF YOU WANT TO LOOK AT IT ELECTRONICALLY, WWW.TBCN.ORG.

THEY'RE ON THERE, AND THAT'S WITH ALL THOSE CHANGES THAT WE DISCUSSED IN THE RECENT MONTHS.
