FSM 598 – ST: Budgeting and Finance in the Fire Service

When: Monday 5:30pm-9:20pm. Quizzes are administered weekly to review textbook material normally covered during scheduled class time. The portion of the group project normally conducted in class is conducted on-line. And much of the review of quizzes and exams normally covered in class is conducted on line.

Course Description

This course examines the functions of budgeting and finance in fire departments within the context of the public sector. Budgeting systems are covered with emphasis placed on local governments. Theoretical concepts are studied and practical applications are developed. Students will study fire department budgets and learn about the different types of budgets used in the public sector. Students will also study how fire departments are financed with emphasis placed on fire departments in Arizona. This course is specifically designed for advanced students of fire service administration, fire service executives and middle managers, and public administrators who wish to study budgeting and finance within the scope of an operating fire department.

Course Objectives

Students will be able to:
 Describe the major theoretical concepts of public budgeting.

 Describe how to manage the financial and budgeting processes generally used by most fire departments.

 Describe how major programs and services are budgeted within a typical fire department.

 Identify alternative funding mechanisms used by fire departments.

 Describe the major sources of revenue used by many fire departments how these revenues are managed.

 Describe the responsibilities of fire managers in the budgeting and finance process.

 Identify the major elements of a typical fire department budget and be able to construct a sample budget.

 Describe some of the major budgeting and financial issues that will likely challenge fire administrators in the next five years.

 Describe the leadership characteristics that will help fire administrators be successful fiscal managers.

Attendance Policy

Attendance is really important. A major part of your learning in a seminar is dependent on the dialogue that occurs in the classroom. Please make arrangements with me if you must miss a class. If you cannot make the arrangements in advance (might be due to illness, accident, work commitments, shift-work issues, family issues, or other personal problems) please try to notify me the following day. Failure to do so can result in a lower final grade for the class. I will work with you and try to find a mutually acceptable solution to your unique problem(s).

Grading Policy

It is very important for students to complete readings and assignments on time and according to the directions provided. Please follow the guidelines provided in this syllabus and those that are given in class. All papers are due at the beginning of class on the designated date. Late papers will have to be graded at my convenience and usually with less enthusiasm. As with absences, it is important to work with me and make arrangements in advance for work that might be late.

Final Course Grades Will Be Based on the Following Criteria

FSM 598 Course Assignments
Issue Paper. Each student will write one 5-7 page essay on a topic(s) related to fire department budgeting or finance. Topics should be selected prior to Thursday 1/29/01 at 5PM. Topics must be approved by me via e-mail through Blackboard. A sign-up sheet will be distributed in Blackboard. Each paper should include an introduction to the essay, the body (or story line) of
the paper, and a conclusion with appropriate bibliographical citations and references at the end. A minimum of six references is required. Use the handouts, Guidelines for Issues Papers, Guidelines for Written Assignments, APA Publication Manual - Quick Reference, and the APA Publication Manual for all written work.
Class Participation. Active participation is essential to learning and development throughout the course. Quality learning from the course depends on each student’s involvement. Development of competencies requires that students actively practice analyzing issues and handling situations efficiently and effectively. Therefore, 100 points are assigned to active participation and quality contributions to in-class dialogue. Additionally, students will evaluate the contributions other students make to their learning throughout the course.
Quizzes. Quizzes will be administered on Blackboard beginning week two and ending week 11. Each quiz is worth 20 points. The primary purpose of the quizzes is to cause you to review the reading assignments since reading assignments will not generally be reviewed in class.
Exams. Two exams will be administered during the semester; a midterm and a final. The midterm exam is an essay type take-home exam. The questions will be posted on Blackboard and the exams will be submitted to me via e-mail. Specific instructions, including time frames will be posted on Blackboard the week prior to the due date. The Final exam will be a set of objective questions taken from the weekly quizzes. The Final exam will be administered on Blackboard. The due date and other instructions will be posted one week prior to the exam.
Course Project
Course Project - Paper or Lecture Option: Each graduate student must do one of the following. The options are:
Option #1 - Class Lecture. Conduct a 1.5 to 2-hour class lecture. The topic must be selected from the class syllabus and approved by me in advance. The lecture is conducted on the date the topic is scheduled in the syllabus, but the lecture outline is submitted to me no later than the week prior to the scheduled lecture date. The minimum class material includes student handouts, appropriate visual aids and topic-related supplemental material. The grade for this assignment is based on student evaluations, lecture outline, handouts, presentation, and class interaction. The details for this assignment are approved in advance and the grading schedule is determined based on the topic and lecture style selected.
Option #2 - Issue Paper. The issue paper is an 8-10 page essay on a topic(s) related to fire administration in the public sector. Topics should be selected prior to Monday 8/28/00 at 5PM. Topics must be approved by me via e-mail through Blackboard. Each paper must include an introduction to the essay, the body (or story line) of the paper, and a conclusion with appropriate bibliographical citations and references at the end. A minimum of 10 references is required. A 10-minute overview of the paper is presented in class followed by a question and answer session of 10-20 minutes. The written portion of this assignment is due on 10/17/00. The presentation is

scheduled separately. The presentation can be scheduled prior to the due date for the paper and

you can use class feedback to make final revisions to the written portion of the assignment.
Option #2 - Essay with Annotated Bibliography. An essay with an annotated bibliography is a paper that is divided into three parts. First is the essay, a paper that includes, at a minimum, an introduction, a body (or a story), and a conclusion. One might choose to divide the paper into more sections but these are the minimum requirements. For this assignment the essay part is 12 to 15 pages in length.
The second part of the assignment is the section which includes the annotations. Six to eight annotations are required. An annotation is a short synopsis or explanation of a book, journal article, report, or other form of scholarly work. The length of each annotation is dependent upon the particular work but should not be less than two or three paragraphs nor more than one and one half pages.
The third part is the reference section. The reference section for this assignment includes 20 or more references, including the annotations; that is at least 20 different references are cited in the text of the essay and included in the list of reference. References cited in the essay and in the list of references include those which are annotated.
