Public financial management reforms: the role of IPSAS in

Latin America.

During the last 30?years, many public administration

reforms promoted by New Public Management have been

undertaken. These reforms have spread to Latin-American

countries and include changes in governmental accounting

systems, where the implementation of International Public

Sector Accounting Standards (IPSASs) has been a stimulus

for modernization. This article aims to clarify the

situation of IPSASs implementation in the Latin-American

context as well as the stimuli for and effects of their

implementation. The analysis shows that there is an

emerging international trend to adopt IPSASs in Latin-

American countries although at the same time, there are

evident obstacles to achieving reform goals. In Colombia,

reforms are still underway, and the usefulness of IPSASs

to improve decision-making at an organisational level

cannot be evaluated. Meanwhile, in Peru, the

modernization is more rhetorical than real, and many

efforts remain to be made for the effective

implementation.

Amid rising criticism of aid effectiveness coupled with

tight budgets in many donor countries at a time of

economic crisis, donor agencies are under pressure to

deliver value for money and to demonstrate development

results. In response to these pressures, more and more

donor agencies are adopting standard indicators, which

allow for results to be aggregated across interventions

and countries, in order to report agency-wide results.

This article analyses the reporting practices of eleven

bilateral and multilateral donor agencies and assesses

the implications of agency-wide results measurement

systems for aid effectiveness. The analysis shows that

the data on aggregate results provided by donor agencies

is only of limited informational value and does not

provide an adequate basis for holding donor agencies to

account. Moreover, reporting on agency-wide results may

have a number of adverse effects. Given the various

limitations and risks identified in this article, I

suggest that donor agencies should explore complementary

options or alternatives to standard indicators in order

to meet their reporting requirements. Donor agencies are

advised to invest more in rigorous impact evaluations and

to raise the transparency of individual interventions. -

Spatial spillover effects from foreign direct investment

in Vietnam:

This paper investigates the role of inter-firm

interaction and geographical proximity in the

determination of productivity spillover effects from

foreign to domestic firms. We developed an estimation

approach using the Spatial Durbin model and applied this

to a firm-level dataset from Vietnam from 2000รป2005. We

found that productivity spillovers diminished when the

distance between foreign and domestic firms increases and

that interactions among local firms amplify the

spillovers. Within short distances, the presence of

foreign firms creates positive backward, negative forward

and horizontal spillovers. Based on the findings, several

implications are extracted regarding promotion policy for

foreign direct investment in developing countries -
