Review of the Mathematics and Science Academic Content Standards to Identify the Standards that Correspond to the English Language Development Standards


Summary of Key Issues
Assembly Bill (AB) 899, signed by the Governor in 2013 and codified as California Education Code (EC), Section 60811.4 (b), requires the State Superintendent of Public Instruction (SSPI), in consultation with the State Board of Education (SBE), to convene a group of experts in English language instruction, curriculum, and assessment for the purpose of reviewing the mathematics and science academic content standards to identify those standards that correspond to the English language development standards. To that effect, the California Department of Education (CDE) contracted with WestEd to conduct a correspondence study of the California English Language Development Standards (CA ELD Standards) with the California Common Core State Standards for Mathematics and the California New Generation Science Standards, and develop recommendations for augmentations to the CA ELD Standards. WestEd began work on the correspondence study in October 2014. Funding for this project was not allocated until July 1, 2014. Therefore, in October 2014, the SBE received an information memorandum with the proposed Implementation Timeline (Attachment 1), which specified that the CA ELD Standards will not be changed or modified, but rather, they will be augmented to reflect the correspondence with the math and science academic content standards, as recommended by a group of experts and public comment. The recommended augmentation to the CA ELD Standards will be used in the item development of the new English Language Proficiency Assessment for California.
Pursuant to EC 60811.4, the SSPI shall ensure that members of the expert group include, but are not necessarily limited to, individuals who are teachers, school site principals, school district or county office of education administrators overseeing programs and support for English learners, personnel of teacher training schools at institutions of higher education, and curriculum and instructional specialists with English learner experience. At least a majority of the members of the group of experts shall be currently employed public school teachers. To convene the panel of experts, CDE invited interested individuals to complete an online application. A total of 163 applications were submitted: 39 teachers, 52 school and district administrators, 11 county office of education administrators, 10 personnel of institutions of higher education, and 51 curriculum and instruction specialists (Attachment 2). The CDE staff reviewed the applications by using a rubric (Attachment 3), made recommendations, and appointed the leading candidates to serve on the expert group (Attachment 4). The process and recommendation for appointment to the panel of experts was conducted in

consultation with SBE liaisons and approved by the SSPI. The panel was informed of their appointment on March 2, 2015.


The CDE will convene the panel of experts and conduct a public meeting on

April 2, 2015, and May 28, 2015. In July 2015, the SSPI will present to the SBE recommendations for augmentations to the CA ELD Standards, based on the input of the expert group and public comment.
